Samsung does not take part in the Google beta program for testing the android updates; it also conducts its own testing. Adding for you to delay the fact that along with Android 12 Samsung would be launching One UI 4.0, which would be a major upgrade. The good thing about this is, a rumor stated that Samsung is already working on the Android 12 update for the Galaxy S21 owners.

While Samsung might still be working on its update earlier than it worked on updates in the past, it is not expected to be launching One UI 4.0 beta for the Galaxy S21 before the year would come to an end of the year.
Looking at previous upgrades, the beta would likely launch this October. That would suggest that the beta is being available to the public by the end of December or during Early 2022.
