France Excellence Scholarship Details
The France Excellence Europa Scholarship is a program created by the Ministry for Europe and Foreign Affairs.
It helps students from 26 European Union countries get funding to study for a Master’s degree at a university in France.
The first round of applications is checked by the French embassies, and then the final selection is done by the Ministry of Europe and Foreign Affairs, along with experts in different study fields.
Eligibility Criteria
Applicants must meet the following requirements:
- Nationality: Be a citizen of one of the 26 EU member states: Germany, Austria, Belgium, Bulgaria, Croatia, Cyprus, Czech Republic, Denmark, Estonia, Finland, Greece, Hungary, Ireland, Italy, Latvia, Lithuania, Luxembourg, Malta, Netherlands, Poland, Portugal, Romania, Slovakia, Slovenia, Spain, and Sweden.
- Age: Be at least 18 years old at the start of their stay in France. There is no upper age limit, provided the applicant does not already hold a master’s degree from any country.
- Academic Admission: Have secured admission to a French higher education institution for a Master’s 1 or Master’s 2 program for the 2025-2026 academic year.
- Prior Education: Not hold a French higher education degree and not currently enrolled in France for a higher education degree.
- Scholarship Status: Not be a recipient of other scholarships such as Erasmus+, AUF, or those from other French ministries.

Benefits of the Scholarship
Recipients of the France Excellence Europa Scholarship will receive:
- Financial Support:
- A half-yearly allowance of €6,850.
- An installation allowance of €1,700.
- Tuition and Fees:
- Exemption from registration fees for national diplomas at universities and public institutions under the Ministry of Higher Education.
- Exemption from the Contribution de Vie Étudiante et de Campus (CVEC).
- Accommodation:
- Priority assistance in securing housing in CROUS university residences (note: rent is to be paid by the scholarship holder).
- Health Coverage:
- Enrollment in an insurance plan during the first three months in France (pending enrollment in the general social security system) for those without a European Health Insurance Card.
- Enrollment in supplemental health insurance.
- Cultural Benefits:
- Special discounts on cultural activities organized by Campus France.
Note: The scholarship does not cover course fees or the cost of international or national transportation.
Application Process
To apply for the France Excellence Europa Scholarship, follow these steps:

- Completed the “France Excellence Europa Scholarship” application form.
- Curriculum Vitae (CV) in French or English.
- Cover letter in French or English.
- Copy of the most recent higher education diploma or secondary school diploma (if currently pursuing higher education), translated into French or English.
- Copies of transcripts from the last two years of higher education, translated into French or English.
- Copy of a valid identity document (passport or ID card).
- Letter of admission to a Master’s 1 or Master’s 2 program at a French institution for the 2025-2026 academic year. If the admission letter is not yet available, include a sworn statement mentioning the institution and anticipated program, along with proof of ongoing application processing.
Optional:
- Copies of language proficiency certificates in French (DELF, DALF, TCF, TEF) or English (TOEFL, TOEIC, IELTS).
- Letters of recommendation in French or English.
- Submission:
- Create an account on messervices.etudiant.gouv.frv and to log into cvec.etudiant.gouv.fr to obtain the exemption
- Send the complete application electronically to the French Embassy in your country of nationality.

Important Dates
- Application Deadline: April 30, 2025.
- Pre-selection by French Embassies: May 2 to May 13, 2025.
- Selection Committees: May 14 to May 23, 2025.
- Notification of Results: Starting from May 26, 2025.
