- Language Proficiency: Proficiency in English or Chinese is required.
- Age Limit: PhD applicants must be born on or after January 1, 1988.

Awardees who do not pass the qualification test or annual assessment may face severe repercussions, including:

- Receipt of a certificate of attendance rather than a formal doctoral degree.
- Mandatory compliance with Chinese laws and USTC/UCAS regulations.
