The Weidenfeld-Hoffmann Scholarships and Leadership Program supports outstanding students from developing and emerging economies to pursue fully funded graduate studies at the University of Oxford, alongside a leadership development program.
It was launched in 2015 as part of Oxford’s Graduate Scholarships initiative, with funding from donors and the university.
Scholarship Overview

- Funding: Covers full tuition fees, a living stipend (minimum £19,237), and pre-arrival expenses like travel and visa costs.
Eligible Courses
The scholarship applies to a wide range of Oxford master’s programs, including:
- Social Sciences: MSc in Global Governance and Diplomacy, MSc in Criminology and Criminal Justice.
- Environmental Studies: MSc in Environmental Change and Management, MSc in Water Science, Policy, and Management.
- Law and Policy: BCL, MPP, MSc in Financial Economics.
- Technology and Data: MSc in Advanced Computer Science, MSc in Social Data Science.

Eligibility Criteria
- Nationality: Must be a citizen or resident of an eligible developing or emerging country.
- Program: Applying for a new full-time graduate course at Oxford.
- Admission: Must receive an offer for the chosen program.
- Leadership Potential: Strong commitment to public service or societal impact.
Application Procedure
- Apply for Graduate Admission: Select your course and apply by its December or January deadline, on the graduate application form, check the Weidenfeld-Hoffmann Scholarships box under the scholarships section.
- Complete Scholarship Statement: Upload the completed Weidenfeld-Hoffmann Scholarship Statement with your application.
- Interview: Shortlisted candidates will be interviewed online in April 2025.
